    Siemens, the German manufacturing conglomerate, has opened a $2 million center in Elk Grove Village to train customers' employees in computer-controlled machining. Manufacturers have said for years they find it hard to hire skilled employees. Some researchers say this is the result of an industry that stopped investing in workers: laying them off, moving jobs offshore and cutting training programs.
